another five years, a state rules panel has decided.

can continue to apply manure on frozen ground in emergency situations for
another five years, a state rules panel has decided.

A panel of lawmakers recently chose to take no action on a
decision in July by the Iowa Environmental Protection Commission to give
confinement operations more time to come up with sufficient manure storage.
