controversial new limits on phosphorus emissions in the state which are
expected to carry a heavy price tag for manufacturers and municipalities.

controversial new limits on phosphorus emissions in the state which are
expected to carry a heavy price tag for manufacturers and municipalities.
Found in manure and
fertilizer, phosphorus is commonly swept into rural rivers and streams by farm
runoff, and it’s also frequently discharged by food, dairy and paper
manufacturers in the state.
