Vermont farmers granted exemption to spread manure on snow-covered ground

A temporary exemption has been granted to Vermont farmers, allowing them to spread manure atop snow-covered ground until December. The exemption was granted in response to large amounts of rain and snow that have fallen this year. Record levels of flooding hit the state this year, and recent continued snowfall has limted farmers’ ability to spread before winter.
