could pollute nearby waterways.

“People have been unable
to safely use the manure they have stored because of all the rain,” said John
Kessler, assistant chief of the Soil and Water Division at the Ohio Department
of Natural Resources
. “If (farmers) were to try to apply the manure, it could
run off into local waterways.”

The agency is offering as
much as $500 to farmers seeking to offset the costs of hauling and disposing of
excess waste.
