PA – As federal agencies and farm agencies work to strike a balance between
rich fertilizer and protecting waterways, local farmers are stuck in the
middle.

Farmers like Nila and
Larry Cogan said they’ve been hard at work in their Friedens greenhouses for
months, but they’re eager to get the growing season started outside. But, like
other area farmers, they’re still trying to figure out where they can and can’t
fertilize.
