November 3, 2008, St. Catharines, Ont. – PlanET Biogas Solutions, an Ontario biogas company with ties to Germany, has submitted a proposal to George Smitherman, Ontario’s Minister of Energy & Infrastructure, aimed at lobbying the government to raise the Renewable Energy Standard Offer Program (RESOP) rates for biogas systems in the province.

anaerobicdigester02Currently, the rate paid to biogas produced electricity is 11 cents per kilowatt-hour. An additional 3.5 cents per kilowatt-hour is available during peak hours. PlanET Biogas argues this is insufficient payment for private, farm-based biogas installations, which require significant construction projects and capital investment.

PlanET Biogas is recommending:

  • Increasing RESOP rates to the following:

 Capacity (kW)
 Rate (cents/kWh)
 > 1000  13
 501 to 1000  17
 251 to 500  19
 < 250  22

  • The four private, farm-based biogas projects that have applied for and received a RESOP contract already should be offered the new rates to maintain a level playing field going forward,
  • The current OMAFRA Ontario Biogas Financial Assistance Program for Biogas Systems should be continued for the long-term, and
  • All agricultural producers should have equal access to the RESOP , even those who have only enough manure and land to produce 100 kW or less.
